What is the Madrid System?
The Madrid System, also known as the Madrid Protocol, is the primary international agreement facilitating the registration of trademarks in multiple jurisdictions around the world.
Beginning March 15, 2021, the Iranian Intellectual Property Center (IPC) started offering the Madrid e-Filing service for trademark applications enabling brand owners to submit international applications digitally.
At a virtual launch event, IPC President Mr. Mohammad Hassan Kiani and Mr. David Muls, Senior Director of the Madrid Registry at WIPO, highlighted the role of the Madrid e-Filing service in easing the process of international trademark registration for Iranian trademark holders and Persian-speaking individuals globally.
The e-Filing service includes an integrated feature allowing users to directly access the Madrid Goods & Services Manager to verify the classification of their goods and services list. Additionally, this tool will be available in Persian, expanding its accessibility beyond the existing 24 languages.

With this implementation, Iranians, even those in the country's most remote areas, along with millions of Persian speakers worldwide, now have access to the efficient and affordable Madrid e-Filing service, marking a significant step toward equitable participation in the global intellectual property system.
Dr. Zabihollah Khodaieyan, Deputy Head of Judiciary and Head of the State Organization for Registration of Deeds and Properties, noted the significance of this development.
The IPC's adoption of the Madrid e-Filing service expands its user base to twelve, joining other nations such as the Benelux countries, Australia, Georgia, Austria, Lithuania, Estonia, Canada, the Republic of Moldova, Bulgaria, Iceland, and Norway.
Iranian brand owners will immediately benefit from a new feature in the Madrid e-Filing system that allows for the electronic reception and addressing of notifications about irregularities from WIPO, streamlining the international registration process.
Other advantages include:
- Reduced errors related to manual data entry through automatic population of key information from the national IP Office’s database.
- Direct access to the Madrid Goods & Services Manager for accurately listing goods and services, applicable in 39 Contracting Parties of the Madrid Protocol.
- A more efficient certification process by the originating Office.
- Simultaneous filing with WIPO.
- Real-time application status updates on the e-Filing dashboard.
- A comprehensive service that encompasses the entire registration process.
